Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are issued from multiple capitals. Immense energy is expended on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity afforded by current data. From witness perspectives, defense planes that had been dispatched to intercept incoming cruise missiles flew past – modern combat jets supplied to Ukraine by European allies.
Shortly after, Kyiv's missile defense thundered: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly gives way to sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from catastrophe and further power outages.
Persistent Threats
Soon after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.
Intermittently, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, devastation and utility failures in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's vital need on international aid – a need that regional partners are demonstrably unable to substitute in the short term.
Unsuccessful Negotiations
The 28-point plan from Washington sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, undoubtedly, continue.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration operates on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unfeasible to force Russia to surrender the areas that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, US leadership does little to deter Moscow, through statements or actions, from believing that the current condition will not shift further in its benefit in the near future.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but averting a entire defensive failure until circumstances change in its benefit.
Existing Situation
Objectively, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, latest revelations, all served their function.
While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
